Smith Planning and Design, LLC (SP&D) is a woman-owned certified MBE/DBE firm. SP&D is a planning consulting firm headquartered in Cumberland, Maryland. Established in 2004 as S&S Planning and Design, we have since slightly changed our name for ease of use, to SP&D. Our office is easily accessible to several metropolitan areas within the four-state region, including Washington, Baltimore, Pittsburgh, Morgantown, and Winchester.
